The Lend Lease Act was a continuation of FDR's safest route for his country during the war. Roosevelt had previously revised the Neutrality Act with the Four Freedoms in order to help aid their allies to assure safety. The Lend Lease Act made aiding American allies much simpler. The Lend Lease act completely demolished the Neutrality Act. Instead of making a "trade" that heavily favored the side that it needed to, Both sides of the transaction didn't need to worry about the details of the deal, America could supply who they needed to freely. FDR could not afford to wait around and let matters get worse. He knew he needed to increase activity in the war in order to make sure his country was not caught off guard.
